Frank A. Fecser, Ph.D. is the Chief Executive Officer of Positive Education Program (PEP) in Cleveland, Ohio.  Since 1971, Positive Education Program has helped troubled and troubling children and youth successfully learn and grow through the Re-ED (Re-education of Emotionally Disturbed Children and Youth) approach, blending quality education and mental health services in partnership with families, schools, and communities.  PEP operates many programs in the Greater Cleveland area including ten day treatment centers, two early childhood centers, community-based early childhood services, case management programs for deep-end children and youth at imminent risk of removal from the community, and a school consultation program.  PEP touches the lives of 3,000 children and their families annually, employs more than 600 professionals, and has an operating budget approaching $50 million.

Dr. Fecser is co-founder of the Life Space Crisis Intervention Institute, and with Dr. Nicholas Long, he co-produced the LSCI video series and the text, Life Space Crisis Intervention: Talking with Students in Conflict (2001).  Over 30,000 professionals who work with troubled and troubling children and youth in the U.S., Europe, South Africa, and Australia have been certified in Life Space Crisis Intervention, an advanced therapeutic strategy for helping challenging students.  He recently co-authored the sixth edition of the classic text, Conflict in the Classroom (2008) with Dr. Nicholas Long and Dr. William Morse.  Dr. Fecser is the author of numerous articles and monographs, and is listed as a national expert with the Washington D.C. Business Group on Health and the Center for Effective Collaboration and Practice.  He is on the editorial board of the journal, Reclaiming Children and Youth, and a founding member and past president of the American Re-Education Association.

Dr. Fecser is a recipient of the Hearts of Hope award (2003), and in the same year, received the Spirit of Crazy Horse Award, given by Reclaiming Youth International to those who bring courage to the discouraged through their outstanding contributions to children and youth. In 2007 he was awarded the Woodruff Prize for superior work in mental health, and in 2008 was recognized by Pressley Ridge as mental health professional of the year.  Dr.Fecser is often an invited speaker at conferences, and  in  2008 was a keynote speaker at the first European Conference on Conflict Management and Treatment in Education and Care held in Belgium.
