Ms. Kim M. Lowry is currently the Director of the Office of Justice Programs' Office of Communications. The Office of Communications serves as liaison between Congress, the media and intergovernmental entities on behalf of the Office of Justice Programs. Ms. Lowry brings to her position 18 years of experience with law enforcement and defense issues as well as appropriations and budget processes.
Prior to joining the Office of Justice Programs, Ms. Lowry was Director of Congressional Affairs for United States Southern Command. Ms. Lowry was the Senior Advisor to the Commander on all congressional matters. From 2000-2006, Ms. Lowry directed the development and execution of the Command's legislative strategy and engagement plan emphasizing key defense and international priorities.
Ms. Lowry began her career with the United States Marshals Service in 1990. For ten years, Ms. Lowry served in various positions working on budget, appropriations, performance measures, legislation and congressional matters. Ms. Lowry was the Chief of Congressional Affairs for the U.S. Marshals Service and served as the principal advisor on legislative matters.
During the mid-1990s, Ms. Lowry participated in the Women's Executive Leadership Program where she conducted assignments at the Office of Management and Budget, Executive Office of the President; Executive Office for U.S. Attorneys - Attorney General's Advisory Committee; and the Drug Enforcement Administration.
Ms. Lowry graduated from Virginia Commonwealth University in Richmond, Virginia with a Bachelor of Science in Mass Communications – Advertising/Public Relations core. Ms. Lowry is married to Patrick Lowry - they have five children and live in Northern Virginia.
